EVIDENCE.

Geneva has a constitutional right to food. ODAG asks what changes after that commitment — in law, public policy and everyday life.

WHY ODAG EXISTS / 01

A VOTE
IS NOT AN
OUTCOME.

On 18 June 2023, Geneva voted to enshrine the right to adequate food in Article 38A of its Constitution. Its implementation requires legislation, resources, institutions and accountability.

The Observatory follows this transition over time. It provides data, documented sources, methodologies, confidence levels and explicit information gaps — rather than making unsupported claims about progress.

HISTORICAL BASELINE / 03

THE PAST
IS PART OF
THE DATA.

ODAG reconstructs observations from 2020–2026, so 2026 is not treated as year zero. It documents the COVID-era food crisis, the 2023 constitutional vote, implementation and subsequent developments. Missing annual values are kept as gaps, not estimated away.

EVERY CLAIM NEEDS A SOURCE. EVERY GAP DESERVES A NAME.

An observatory does not exist to declare victory. It exists to show what is known, what is changing — and what we still cannot demonstrate.

THE CONSTITUTIONAL QUESTION / 05

WHAT DOES
THE RIGHT
TO FOOD
CHANGE?

Food aid responds to immediate needs. The right to food is a wider obligation to ensure dignified, adequate access. ODAG keeps that distinction visible in the evaluation of public policy.
